Jaques Carlier was flying with the Aéronautique Militaire Belge at the Aviation School when War broke out. He was evacuated from Belgium with his unit and relocated to Oujda, Morocco when France capitulated. Under command of Captain Cajot, a part of the school evaded again and arrived in Britain on 5 August 1940. He enroled in the RAFVR as P/O on 13 August 1940 and trained at SFTS (08/10/1940) and OTU (19/02/1941). Posted initially to 605 Sqn, 24 April 1941, he moved to 350 (BE) Sqn to lead B-flight on 20 November 1941.
On 8 January 1942, he was flying on ops as CO B- Flight (Spitfire IIa P8702). Whilst leading the left section of a 12 aircraft formation (led by S/Ldr Thompson) he was injured when a Lysander Aircraft (V9604) flew into the Formation. F/Lt. Carlier's aircraft was damaged and he force landed. Badly injured, he was removed to the C and A Infirmary, Bangor, and placed on the dangerously ill list. He would stay for many months at the hospital, ending his carreer as fighter pilot. After his recovery, Carlier held the following posts: Flight Sheaby (19/06/1942), 171 Sqn (09/10/1942), 59 OTU (16/10/1942), 165 Sqn (12/11/1942), 24 Sqn (26/02/1943).
He then joined the Belgian Inspectorate General with the rank of Acting Squadron Leader (14 June 1944), a post he held for the rest of the War. Died on 08/01/1967.

His Air Force Cross would normally have been gazetted 7 September 1945. It was drafted when he had flown 1,915 hours, 1,026 on current duties, 328 in previous six months:
"This officer is a pilot who has been employed in the Communication Squadron on special flights, including the carriage of passengers and freights to Iceland, India and the Middle East. He has also been employed on the evacuation of casualties from North West Europe and on the conveyance of very important personages on continental tours. He is also Belgian Liaison officer to the Command Headquarters."
